Shenzhen Under Citywide Covid-19 Lockdown

China placed all 17 million residents In one of its largest cities, Shenzhen, under lockdown from March 14-20 as infection outbreaks continue to spread. Cases have doubled nationwide with anxiety mounting over the resilience of its ‘zero-Covid’ approach, in the face of the worst outbreak in two years.

The shutdown’s impact on logistics modes is not yet fully clear. So far, we have gathered that during this period, public transportation, schools, and offices will be restricted to activities maintaining basic municipal operations (e.g., production of goods, electricity, gas, food, and the supply of essential public services), along with the transportation of goods to/from Hong Kong.

Air Freight

  • Shenzhen airport terminal remains operational but with reduced capacity. Airlines are evaluating cancelation options.
  • For air export, reduced operational staff is driving very low efficiency, as labor availability is subject to a 24 hour negative COVID result, and green code. Warehouses for cargo receiving before ULD pack up is suspended.
  • For air import, SZX terminal (public service) is running at low efficiency. No cargo delivery will be arranged if the delivery locations are closed. Extra storage fees will occur until the facilities are re-opened.  

Ocean Freight

  • Shenzhen ocean terminals are still operational including Yantian, Dachan Bay, and Shekou. However, labor availability is subject to the supply of qualified drivers (with 24 hours negative COVID result and green code). Some container yards outside depots are closed, which affects empty container pick up.

Trucking

  • Cross border truck to Hong Kong is highly constrained with extremely limited capacity operating only at the border with priority supporting Hong Kong living necessities.
  • Domestic transportation is running and operational to a limited extent and subject to the supply of qualified drivers (negative COVID) as well as local authority and customer’s acceptance of SZX-based truckers only. Road transportation from Huizhou and DongGuan city is also suspended.

Rail

  • Shenzhen-Pinghu South Station/terminal remains operational, but access is subject to 24 hours negative COVID test result and green code. Administrative staff will be working from home this week.

CFS Operations

  • Operations in Shenzhen warehouses (both bonded and non-bonded facilities) are suspended until March 20. Cargo receiving and container loading is impacted.
  • All SZX-bonded logistics zones are closed from March 14 and no warehouse activities are permitted.

Customs Clearance/Brokers

  • Customs authorities will be working in shifts. Declarations can continue but customs inspection will be delayed, as expected.
