Updates to the Shanghai Citywide Lockdown and Impact on Logistics Modes

On Wednesday, April 6, the city of Shanghai reported a heightened number of COVID-19 cases. Because of this, the local authorities have extended the current citywide lockdown until further notice.

All offices, shops, and public transportation in Shanghai remain closed. Residents are to remain inside their homes. Some areas outside of Shanghai have also been affected by these lockdowns.

All public transport including buses, subways, ferries, taxis, and online car-hailing services remain suspended during the lockdown period. Vehicles related to epidemic control measures, emergency medical services, security, urban operations, and emergency response are able to use the roads after obtaining official approval.
 

Logistics Channels Updates

Air Freight

PVG airport remains open, however, operations are constrained and heavily impacted. Pick up of shipments to and from PVG airport remain suspended due to trucking services suspension. In order to transport shipments on trucks, a transportation permit (which are very difficult to obtain at the moment), and a negative antigen test within the last 24 hours, plus a negative nucleic acid test within the last 48 hours are needed.

Workers are not allowed to exit their residential area, leading to reduced efficiency. Both PVG terminals of PACTL and EAL remain operational, but cargo turnover remains very constrained. Alternative options for shipments are being recommended including CGO; WUH; HGH; etc. Despite these recommendations, the alternative gateways are now being impacted.

Many airlines have canceled their flights to SHA/PVG:

  • CV: cancel until April 2 – cancellation extended until 4/15
  • EY: cancel 3/31-4/6 – cancellation extended until 4/10
  • QR: cancel 4/1-4/4 - cancellation until extended until 4/10
  • EK: cancel 4/1-4/5 - cancellation extended until 4/10
  • SQ: cancel 3/29-4/2 – cancellation extended until further notice
  • KZ: cancel 3/29-4/1 – cancellation extended until 4/8
  • TK: cancel 4/1-4/3 – cancellation extended until 4/11

 

Ocean Freight

All port/terminal (Wai Gao Qiao and Yangshan) statuses remain unchanged, with operations including all gate-in and pick-up at terminals. However, delays are expected due to limited manpower. Alternative ports options include Ningbo and Taicang.

Ocean Export FCL (full-container-load) trucking services are still possible. Drivers are required to present E-certificate on ERI APP with both a negative nucleic acid test dated within the last 48 hours and a negative antigen test dated within the last 24 hours to enter the terminal. Due to these restrictions, very limited trucking resources are available in the market. At the same time, some drivers are also in lockdown, further limiting available capacity.

Ocean Export LCL (less than container load) shipments at Shanghai ports are currently suspended. All warehouses in the Yangshan port area remain closed and roadblocks prevent LTL (less than truckload) trucks from other provinces to enter Shanghai.

The impact on ocean import is similar to the situation regarding sea freight exports. The import process for FCL containers is largely operational, while container freight station (CFS) facilities for deconsolidation are currently closed.

Alternative ports gateways like Ningbo are being recommended. Please note that Ningbo port terminals and warehouses require truck drivers to present a negative nucleic acid test dated within the last 24 hours to enter, which is expected to impact the availability of trucking services.

  

CFS/Warehouse

CFS/Warehouse updates remain predominantly unchanged and remain in lockdown in compliance with government lockdown policy.

 

Truck Mode Freight

Trucking remains prohibited on toll highways or key access. City movements are subject to 24-48 hour NAT/NPCR results and a transportation permit, which are hardly available. These restrictions impact capacity available, including trucks in and out of Shanghai. The landscape is very fluid and dynamic, due to changing local measures.

 

PVG Customs

PVG customs updates remain unchanged and operational. However, physical declaration, EDI correction, inspection, and return business services remain on hold until further notice.

 

Courier Freight

DHL Express has extended the suspension of its pick-up and delivery services in Shanghai (SHA), Zhejiang Area (HGH), and Jiangsu and Anhui Area (SZV, PVG) until April 10, 2022. Further updates to the status of their services in this area will be provided on Friday, April 8, 2022.

FedEx announced that effective April 6, 2022, they are only able to provide self drop off (OB shipments) and/or self-pickup/delivery (IB) to their Shanghai airport gateway facility. This includes domestic services as well.  

UPS has extended the suspension of its OB service until further notice. IB services will be suspended until April 15, 2022.

 

Other Cities of China Status Updates:

South China Cities & HKG: (Shenzhen, Guangzhou, Dongguan and Hong Kong) – Open.

Central/East China: (Suzhou, Wuxi, Ningbo) – Open. Kunshan began a lockdown for 3 days (April 7-10, 2022) due to sporadic positive infection cases. No movement is allowed In or out of the city during this period.

North China: (Beijing, Qingdao) - Open. Tianjin limited community restrictions. This has no impact on logistics channels to date and movements remain normal.
